The plaza, the courthouse, the shops on San Antonio Street, Landa Park and the Comal springs are all inside a comfortable walk of each other. That cluster is the strongest argument for living here, and it is a genuinely short list of towns this size where it holds true.
Most of the year, yes. Downtown carries the everyday traffic rather than the weekend crowd, and the noise that reaches it is the plaza rather than Gruene Hall. Summer weekends near the Comal access are the exception.
